libcsv3 software package provides CSV parser and writer library, you can install in your Ubuntu 16.10 (Yakkety Yak) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libcsv3
libcsv3 is installed in your system.
Make ensure the libcsv3 package were installed using the commands given below,
$ sudo dpkg-query -l | grep libcsv3 *
You will get with libcsv3 package name, version, architecture and description in a table
